Since the summer of 1979, Belgium has seen an increase in attacks on liberties: police blunders, widespread filing, Graindorge case, professional bans, indictment of journalists, arrest of trade unionists, establishment of political crime, etc. At the same time, national and international organizations are gaining more and more independence which escapes real democratic control: NATO, Interpol, the Gendarmerie, etc. From this climate was born the concern of a certain number of people who feel directly affected in their free thought, in their rights, in their freedom. Part of the public immediately perceived the dangers that could threaten our institutions and individual and collective freedoms. The rise of an increasingly acute economic crisis and the social movements of the beginning of 1982 further reinforced the apprehension of the establishment of certain repression and surveillance mechanisms, including workers and all the population could be the victims. It is in this context that “The Shadow Process” was produced, a pilot film which provides a critical analysis of the events and endeavors to highlight the elements which could lead to a process restricting freedoms.
